CREA COMERCIO: grants for retail SMEs

Non-repayable grants for SMEs, micro-enterprises and self-employed people that refurbish, equip or digitalise a shop in the Valencian Community. In 2026 they reached up to 50% of the investment and €40,000 per establishment. The call is closed; the next edition is expected in 2027.

01 About the grant

What CREA COMERCIO is and which retail investments it supports

CREA COMERCIO is the Generalitat Valenciana grant programme for modernising retail establishments in Valencia, Alicante and Castellón. It can support equipment, works, installations and online sales. Submitting invoices is not enough: the application must prove that the activity is eligible, define the sales area, justify each investment and address the scoring criteria.

CREA COMERCIO is competitive, not an automatic voucher

In 2026 applications were compared using a scale of up to 95 points. Where funding was insufficient, applications above 40 points could receive 50%; those scoring 31–40 points, 40%; and those up to 30 points, 30%. Meeting the requirements does not guarantee an award.

02 Requirements

CREA COMERCIO requirements for retail SMEs

Eligibility of the activity and documentary proof are decisive. Check both the CNAE and IAE classifications before designing the investment.

Eligible applicants

  • Self-employed people, companies and equivalent entities qualifying as an SME or micro-enterprise.
  • Existing or newly established shops in the Valencian Community.
  • Retail activity under an eligible CNAE or IAE code.
  • Minimum approved investment of €3,000, installed and in use when justified.
  • Only one grant application for each establishment.

Not eligible

  • Repair or maintenance activities.
  • CNAE 4726, 473, 4773, 478 and 479 and equivalent IAE exclusions.
  • Businesses that do not qualify as SMEs or cannot prove registration in an eligible activity.
  • Projects not directly linked to the establishment and eligible activity.
  • Applicants subject to a statutory bar on receiving grants or, for grants above €30,000, breaching legal payment periods.

Retail activities and projects covered by CREA COMERCIO

The 2026 edition targeted retail trade under CNAE division 47 and selected IAE headings. The establishment's actual activity and the investment must match those classifications.

Establishment

New or existing shops

Establishments already carrying out, or preparing to carry out, an eligible retail activity in the Valencian Community.

Mixed-use premises require the investment to be separated

Where eligible and ineligible activities operate in the same establishment, only actions linked to the eligible activity count. Shared items must be apportioned by reference to each activity's turnover.

04 Eligible costs

Eligible expenditure: equipment, works and online sales

Costs must be directly linked to the retail establishment, necessary for the project and meet the procurement, payment, installation, use and retention requirements.

Display, storage and sales

Furniture, counters, displays and equipment needed to present, store and sell retail products.

Premises

Works and installations

Refurbishment and installations in the sales area, including accessibility, safety, appearance, signage and energy saving.

Digitalisation

Software and online shop

Software and a website linked to the establishment for online sales or integration with platforms.

Project

Technical fees

External project-drafting and works-management fees where required by the nature of the action.

  • Works outside the establishment's sales area
  • Repairs or simple replacements without a genuine improvement
  • Goods purchased for resale
  • Rent, transfers, licences, taxes and normal operating costs
  • Recoverable or deductible VAT
  • Investments not directly linked to an eligible activity

How to prepare a CREA COMERCIO 2027 application

The 2026 application window lasted just over two weeks and the score determined the funding rate where the budget was insufficient. Activity, investment, quotations and scoring evidence should be prepared before the call opens.

Publication of the call

The Generalitat will publish the final conditions in the DOGV and BDNS. Funding rates, costs, budget and deadlines are then confirmed.

Complete online submission

In 2026 the deadline ran from 9 to 25 June. One application per establishment, a project report, quotations and supporting evidence were required.

The authority compares projects. If awarded, the investment must be installed, in use and justified in accordance with the decision.

Common questions about CREA COMERCIO

Is CREA COMERCIO open?

No. The 2026 call closed on 25 June 2026. The next edition is expected in 2027, but dates and conditions will not be official until publication in the DOGV and BDNS.

When will CREA COMERCIO 2027 open?

The 2027 call has not yet been published. For reference, the 2026 edition was published on 8 June and accepted applications from 9 to 25 June.

How much funding is available?

In 2026 the grant could reach 50% of approved investment, up to €40,000 per establishment over three years. The score could reduce the percentage.

Can self-employed people apply?

Yes. Individuals qualifying as an SME or micro-enterprise could apply if they carried out or planned to carry out an eligible retail activity.

What costs are covered?

Equipment, works and installations, software and a website linked to the establishment for online sales or platform integration.

Can the investment start before the application?

The rules allow actions from 1 January of the relevant call year unless the annual call sets specific conditions. Making the investment does not guarantee an award.
