EMPRENEM COMERÇ: support for launching a retail business
A grant for certain running costs linked to an establishment with new ownership or the launch of a retail activity in premises where an economic activity previously operated. In 2025 it covered up to 40% and €10,000 per establishment.

What EMPRENEM COMERÇ is and which openings it supports
EMPRENEM COMERÇ is a Generalitat Valenciana programme for SMEs and micro-enterprises that maintain a retail establishment under new ownership or launch a retail activity in premises where an economic activity previously operated. The 2025 opening had to take place between 1 February and 30 September.

The company itself does not have to be new
A company that has traded for years may qualify if it opens another establishment that meets the conditions. The decisive factors are the specific premises, ownership and opening, not the age of the company.

02 Requirements
EMPRENEM COMERÇ requirements for retail SMEs
The 2025 call combined applicant, activity, premises and opening-date requirements. Applications were scored competitively rather than awarded in order of arrival.
Eligible applicants
- SMEs and micro-enterprises, including self-employed people and companies.
- Retail establishments in the Valencian Community.
- Eligible retail activity under the relevant CNAE and IAE codes.
- New ownership or a newly launched retail activity meeting the call.
- Opening between 1 February and 30 September 2025 in the latest edition.
Not eligible
- Investment expenditure such as works, furniture or equipment.
- A shop that continues in the same premises with unchanged ownership and activity outside the opening period.
- Repair and maintenance activities or excluded CNAE/IAE codes.
- Premises with no evidence of a previous economic activity where the rule requires one.
- Applicants subject to a statutory bar on receiving grants.
03 Activities and openings
Retail activities and situations covered by EMPRENEM COMERÇ
The latest call targeted selected retail-trade classifications. The applicant had to show how the new ownership or activity related to the specific establishment.
Retail trade
Section G, division 47 of CNAE-2009, excluding 4726, 473, 4773, 478 and 479.
Groups 64 and 65
Group 64 except group 646 and heading 647.5; group 65 except 652.1 and groups 654 and 655.
Premises with prior activity
A newly launched retail activity must take place in premises where an economic activity previously operated.
A shop that opened three years ago does not qualify on that original opening
If it remains in the same premises with the same owner and activity, the opening is no longer recent. The company may still consider EMPRENEM for a new establishment, or CREA COMERCIO for investment in the existing shop.

Eligible expenditure: studies, formalities and rent
EMPRENEM COMERÇ supports running costs associated with launching the establishment, not investment in fixed assets.
Feasibility and design
Commercial feasibility, layout, lighting, energy saving and establishment design.
Consultancy and incorporation
Consultancy, notary and registration costs required to incorporate the business or begin the activity.
Rent
Rent accrued within the eligible period; in 2025, up to 30 September and with a maximum grant amount of €5,000.
Costs outside this programme
- Works, installations, furniture and equipment
- Purchase of stock for resale
- Taxes, fines, penalties and financial costs
- Costs outside the eligible period
- Recoverable or deductible VAT
- Costs unrelated to the establishment and eligible activity

Because the next edition is pending, eligibility should be reviewed using the latest rules while all final dates, rates and evidence are confirmed when the new call is published.

06 Frequently asked questions
Common questions about EMPRENEM COMERÇ
Is EMPRENEM COMERÇ currently open?
No. The latest published call is the 2025 edition and it is closed. A future edition is pending official publication.
Does the company have to be newly incorporated?
No. The key issue is the new ownership or launch at the establishment, not the legal age of the company.
Can a three-year-old business apply?
It may apply for another establishment that meets the conditions. Its original opening in unchanged premises will not normally qualify.
What costs are covered?
Feasibility and design studies, consultancy, notary and registration costs for starting the activity, and rent within the eligible period.
Are works and equipment covered?
No. Those are investments and should be assessed under CREA COMERCIO.
Is age a requirement for a self-employed applicant?
No. In 2025 being under 30 could add points, but it was not a mandatory requirement.
Is it first-come, first-served?
No. Applications are compared and scored under a competitive procedure.
